Colorado Senate Passes Civil Unions Bill The third time's the charm for the Colorado Senate, which easily passed a civil unions bill Monday. Previous attempts to pass the bill were stalled by a Republican-controlled Senate. Now that Democrats have a 20-15 majority, the bill passed without debate. That voters elected the first gay speaker couldn't have hurt. The bill is expected to pass in the House and Gov.
